When you tap on that button, you’ll see a complete list of your quick settings. Scroll through them and look for the Dark theme button. Hold your finger on it and drag it up to the spot that you want to set it.
Through the Display settings

Dark theme also affects the apps, but not all of them
The Dark theme won’t only turn the backgrounds dark for your UI, it also affects your apps. All of the Google apps will turn to Dark mode, and that goes for most other apps. For example, we have YouTube, Reddit, Instagram, and many more. There are apps that don’t comply with your system’s Dark mode, just so you know. Apps like Twitter and LinkedIn will remain in their respective Light theme.
